Consultation on Pollution Prevention Planning Notice in respect to Toluene Diisocyanates (TDI)

The Canadian Environmental Network (RCEN) was been invited by Environment Canada to select two (2) ENGO delegates to participate in a consultation to discuss the development of the proposed Pollution Prevention Planning Notice for the Urethane and Miscellaneous Foam Sector (excluding Polystyrene), with focus on Toluene Diisocyanates (TDI).

The selected ENGO delegates were:

  • Fe de Leon, Canadian Environmental Law Association, ON
  • Mary Richardson, Crooked Creek Conservancy Society of Athabasca, AB
  • Alternate: Sandra Boswell, The Allergy & Environmental Illness Group, PE

ENGO Reports:

This consultation focused on key elements that will be considered in the development of a proposed Pollution Prevention Planning instrument for the urethane and miscellaneous foam sector (excluding polystyrene), with particular interest on Toluene Diisocyanates and on technical requirements that persons subject to the Notice will need to consider when developing and implementing their pollution prevention plans.

Although TDI is the first substance that will be addressed, this sector P2 Planning Notice will allow the addition of other toxic substances, as may be required in the future, with substance-specific risk management objectives and requirements.

The participants of this multi-stakeholder consultation included:

  • NGOs with experience in assessing and managing toxic substances [i.e. Toluene diisocyanates (TDI) in industrial emissions]
  • Industry and/or associations within the urethane and miscellaneous foam sector (excluding polystyrene) that use and/or purchase TDI for the manufacture of foam.
  • Industry or associations that manufacture or supply TDI to the polyurethane and other foam manufacturing sector
  • Industry or associations within the urethane and miscellaneous foam sector (excluding polystyrene) that are not currently involved in any activities related to TDI, but may potentially be implicated by the Notice in the future if/when other toxic substances are added, as may be required.
  • Other interested stakeholders
  • Federal, Provincial and Territory Governments with regulatory power to controlling chemical substances in the environment.

Background Information
The Working Document for the Pollution Prevention Planning Notice for the Urethane and Miscellaneous Foam Sector (excluding Polystyrene)and any other information relevant to this consultation will be sent to RCEN delegates by email 8 days prior to the meeting.
